I'm currently looking into this specific wine bug:

The problem there is that wine detects a wrong keyboard layout which 
leads to a sort of key-offset problem.

However to me it looks like the tables in wine's keyboard.c are correct.

I attached a camshot from my german laptop keyboard to the bugreport.

Left of the backspace key is the key that should generate the acute and 
grave accents.

I found https://bugs.freedesktop.org/show_bug.cgi?id=11514, which 
introduces the problem.

To me it doesn't make any sense to map the apostrophe for the acute 
accent key, since there is already a key for the apostrophe right next 
to the ENTER key.

What do you think? Should this be reverted (plus changing the linux 
console), or should wine adapt the tables?
