I have no window manager. I make simple and special toolkit for embedded applications. All widgets will be fixed and their location will be predetermined in advance. Hence the need for a window manager is absent.

But for low-performance systems, and if u need this only for one or two windows, it may make sense to hard-code it in the application, as Dave said.. check the performance..
