mesa intel-2008-q4-intel branch code is actually a subset of master branch. It forked from master branch at some point, and after that we cherry-picked some patches from master. So the code has already been in mesa upstream. That's basically similar to xv86-video-intel-2.6-branch (or server-1.6-branch) v.s. master. On kernel drm side, we intended to use 2.6.28 kernel. But inevitably there were some (turn out to be 6) patches not catching 2.6.28, so Eric used drm-intel-2.6.28 to maintain them. Later all of these patches went into 2.6.29-rc1 and -rc2, except one patch not necessary to 2.6.29-ish kernel. Hope this clarifies.
