OK, so xkbcomp is running. Why don't you try running it manually to see if things work out. $xprefix/setxkbmap -rules evdev -print | \ xkbcomp -R$xprefix/share/X11/xkb -xkm - -o $PWD/foo.xkm That's essentially what the xserver is doing to generate the keymaps.
