We generally do not care about fglrx, especially on hardware that is
no longer supported by it (fglrx dropped support for X1950 and
earlier, last year) and highly recommend the open-source driver.

I do not know if it works, but Mesa has EGL code for both classic and
Gallium drivers, and IIUC you should be able to build an EGL driver
that does not need X to be running.
