I already made a comment regarding this on the bug, however I figured I should post it here too since it seems the bug hasn't been looked at for a while now (I hope there isn't an issue with that). There was a bug on launchpad however regarding this exact issue, and they did make a patch for evdev there. The same patch could be merged into upstream evdev and fix the bug for the rest of the Xorg community.
