No idea whether it works, but i'd try
Option "AutoRepeat" "200 60" in some MatchIsKeyboard "on" config snippet in
/etc/X11/xorg.conf.d/
I'm not sure whether the resetting behavior counts for a bug or is intended
(since the same will happen if you re-plug the keyboard)
