That minimum is not needed in full duplex ethernet (it was there to ensure 512bits on the wire for collision detection). Modern ethernet drivers have no problem sending smaller packets when the link is full duplex. Arp's on full duplex wire are usually shorter. xorps pseudo arp deamon is/was throwing those away.
