Fix compile breakage due to fpnotify.
On older systems (Fedora 8 in my case), we need -std=gnu99
for fpnotify to be found. Add scons logic to add this if
we detect it is needed. Hopefully no one is using a compiler
that needs something different!
Also fix typo in the floating-point serialization logic.
