multicast: Don't crash if interface configured for mcast doesn't have
MULTICAST flag.
Old code would return errors, which caused the commit to failed, which killed
fea (and mld6igmp and pim).
Instead, flag interface as wanting to start and start it later if user figures
out
that they need to run the equivalent of:
interface foo multicast
