Hello,

I'm sorry not to have any good ideas for solving your problem -- it 
sounds like an issue with the GTK2 libraries that xournal relies on to 
handle the user interface and get input.  Unfortunately the libraries 
haven't been updated for the release of Windows 8 (the latest official 
release seems to be the same one already included with the xournal 0.4.7 
windows binary release) and may well have poor compatibility; they are 
only semi-supported so it's not clear that bug reports will be taken 
seriously.

One possibility would be to try Daniel German's new version based on 
GTK3 (available on his git repository) -- Damiel's code is still in 
early stages but, from what I understand, essentially usable already. 
GTK3 is newer, better supported, and hopefully any general issues with 
Windows 8.1 compatibility have already been fixed or will soon be.  If 
the Windows 8.1 behavior is really much better with GTK3 than with GTK2, 
this would be a good reason to switch to the GTK3 codebase.

I am not sure I understand though what you mean by "recognize pressure" 
-- are you using a touchscreen? a stylus pen? or do you just mean 
mouse/touchpad/... clicks?  Let me know if the issue only occurs with 
touch input or also with a classic mouse/touchpad/...
