You are referring to the gtk3+ version, right? I was in discussions with the goocanvas mailing list about it, and we pinned the reason last night (at least for slow scrolling).
gnomecanvas when requested to do something first checked if it was necessary. goocanvas does not, so we have to bre more careful. I'll probably fix it in the next week or so.
