I think it depends on the use case.
I use xournal to read a lot of documents (textbooks, papers, even
novels). When the margins are wide I want to maximize the space that I
use to display the text. So I resize the document so the text fits in
the screen. The problem is that when I scroll with finger, I have to be
careful to not move too much horizontally.
By the way, this lock only applies to the hand tool. The scrollbars
still allow to scroll.
