Please try compiling the latest code snapshot of xournal from the git 
repository, and see if it fixes the problem.

./autogen.sh; make; cd src; ./xournal
(make install if that works).

Sounds like bug #136, which was fixed in the git repository about a year 
ago but wasn't considered quite important enough to warrant a new 
official version release. (I think the issue is that the latest wacom 
drivers think a zero pressure is legal, while older ones always report 
positive pressure).

Let me know if you still experience the bug with the latest git version.
It might be worth asking the Ubuntu maintainers if they can redo the 
xournal package based on the git master instead of the stock 0.4.8 release.
