XFree86 added /etc/X11/XF86Config-4 and /etc/X11/XF86Config to the
XF86Config search path during the 4.x.x development. It will still use
/etc/XF86Config if that's all it can find (which was the default for
3.3.x versions.)
'man XF86Config' from a 4.x.x install will give you the full search
paths. ie: (from 4.0.2)
XFree86 uses a configuration file called XF86Config for
its initial setup. This configuration file is searched
for in the following places when the server is started as
a normal user:
/etc/X11/<cmdline>
/usr/X11R6/etc/X11/<cmdline>
/etc/X11/$XF86CONFIG
/usr/X11R6/etc/X11/$XF86CONFIG
/etc/X11/XF86Config-4
/etc/X11/XF86Config
/etc/XF86Config
/usr/X11R6/etc/X11/XF86Config.<hostname>

Xwrapper was part of 3.3.x from XFree86. I believe Redhat felt that
similar functionality was useful for 4.x.x, but XFree86 didn't provide
it for those versions as far as I know. So I'd say it's part of Redhat
as of 4.x.x.
