Hmm you can ask the card stuff like:
- are you drawing or retracing?
- are you drawing an odd or even frame?
I am not sure if you can ask it whether it's NTSC or PAL. Anyway, currently
when using TVOut on ATIs, the "Vertical Refresh" value xvidtune shows is
wrong, it isn't taken from the tv encoder (I doubt my TV is 85Hz <g>).
If you tell the yuv scaler to sync, it only syncs on one type of retrace (I
don't know if it's even or odd frame, but it is definitely only one of them).
