Is that necessary? I think it is reasonable to require the use of font servers to get this functionality. I had a quick look at the X Font Service Protocol, and a client can ask for notification when the font list changes. The X server is the client of the font server, and so can be notified if it wants to. How the X server in turn notifies its clients is a separate issue.
