That's true when using XKB; when that's disabled, it does use the kernel 
mapping.  XKB requires significantly more information about the keyboard
than is available through the kernel interfaces, including a geometric 
description of the keys themselves.

I'm not sure XKB is a good idea -- it makes keyboard configuration much 
more complicated than the original protocol.
