If I'm not mistaken, the MGA driver in X doesn't support low 
resolutions.  In your /var/log/XFree86.0.log file there are probably 
some lines saying "I'm using the MGA driver" and then "MGA driver 
doesn't support NNNNNxMMMMM resolution" where NNNNNxMMMMM is the 
resolution you put into /etc/X11/XF86Config-4 that isn't getting used.
