It should work with the r128 driver, at least with CVS, although my
memory suggests that the card is old enough to work at least with 4.0.3

ATI have a habit of changing the chip id from time to time;
try adding 
        ChipId      0x0x5446
to the "Devices" section of youyr config (often /etc/X11/XF86Config-4,
but read /var/log/XFree86.0.log to confirm).
This will make the driver think that you have an "ATI Rage 128 Pro ULTRA 
TF (AGP)" (pick another ID from r128_probe.c if your card is PCI).
