1)
Xnee can record X11 data (e.g. Events) and distribute them.
It has no built-in way for faking events from another X session than
itself, but if you find Xnee interresting enough I can look into that.
2)
With Xnee you can record a users session and later on (or
simultaneously) replay and distribute the session.
