As has already been pointed out
www.cygwin.com
includes a version of XFree86 for Windows.
There are also commercial X servers for Microsoft Windows.
However you may wish to consider VNC
http://www.uk.research.att.com/vnc/
which allows you to display X applications on a Microsoft screen
and vice versa. You do have to run a new program at each end, but it
also allows you to leave your programs running when you log-off,
and come back to them later (you may love that, but find that your
sysadmin hates it).
