   A mode that low usually needs to be double scanned.  Here's an
example of a double scanned mode:

# 480x360 @ 79.9 Hz, 60.2 kHz 
   Modeline "480x360" 40.0 480 536 632 664  360 363 365 377 DoubleScan

   Each horizontal line is scanned twice, effectively doubling VTotal
  and halving the vertical retrace rate from the version that doesn't
have "DoubleScan" appended.

   But perhaps your driver doesn't support double scan modes.
