Stippled: YES.  Clipped?  Nope, as far as I can tell.

FWIW,  I'm using the latest Radeon driver from xf86 CVS and your problem from
april 2002 is still present.

Note that you're program was using 16x16 stipples, and these are not
accelerated, that is, there's no "16x16 mono pattern filled rectangles"
operation in the Radeon driver.  So, without starting the debugger now,
I'd say these must be different issues.

Btw. "my" stippled pattern fill problem does not occur on anything else than
8x8 mono stipple bitmaps.
