This seems to be a common problem with wheel mice plugged into the 
PS/2 port and setup with IMPS/2 in the XF86config file.  I had this 
problem for a long time and have tried different brands of mice to
help cure the problem, but was unable to find a solution to the PS/2
input.  I did find a solution though and that was to use the mice in 
the USB port!  I have had no further problems with mouse pointer going
crazy or scroll wheel working using the IMPS/2 option while plugged into
the USB port.
