These are driver limitations and very common. Quite alot of
video hardware doesn't downscale, or only downscales to a very limited
range due to the excessive bandwidth requirements that downscaling
entails.
Clients can use the XvQueryBestSize function to find out what the
hardware will actually scale the video to and then behave accordingly
(by decimating the source, etc...).
