I only have a vague idea of what's happening but it has just worked for me (maybe it simply workarounds some swsusp bug indeed...) Without this patch xv does not work after you resume from a swsusp'ended: the application are still able to use xv but the display is no longer correct (for instance, mplayer only shows a blue window after a swsusp restore, till I restart X).
