this scale factor allow you to use your Da from rdc expts together with
CSAs. It is a collection of constants relating csas and rdcs, including
gyromagnetic ratios and bond distance. it is generally constant for a
given experiment, with the standard values listed at the top of
python/csaPotTools. 

The units for the csa are ppb.
