Ok, I figured out.
I forced spanish (es_AR.UTF8) exporting LANG and LC_ALL into startwm.sh
checking with locale command I can see all has changed to es_AR.UTF8

but in System -> Preferences -> Keyboard (that is Gnome) the keyboard keep in 
US layout and cannot be changed.

There seems to be no problem when using rdesktop command, keyboard works fine.
But when using a thinclient+spanish keyboard, it doesn't work.

I found that into an xrdp session, "setxkbmap -v" command gives me a "XKB 
extension not present on :10.0"

I tried to enable XKB extension adding +kb param to sesman.ini but don't work.
Is the XKB extension enabled/supported in source?
