I've installed the following packages:
libgl1-mesa-dev, libgl1-mesa-dri, libgl1-mesa-glx
but I'm still getting the same message.
Any thoughts? Should I be copying specific files into the build directory,
or linking to them from the build tree?

Have you seen the "Xdummy" driver that the X11VNC guys use? I think this is
a generic Xorg driver.
