In each community, there are a number of different TS, run in a number of
ways.  In my city, for example, I have found that the Deseret shop has
quality, name-brand, even designer clothing, at about the same price being
charged for tacky, torn junk at the Salvation Army.  Before condemning all
thrift stores as disgusting, visit every one of them in your area and figure
out which ones have the good stuff and which ones you don't want to set foot
in ever again.  

Mormon women tend to be very home-oriented and do a lot of crafts and sewing
with/for their dozen children, therefore, Deseret always has yarn, fabric,
sewing patterns, even finished framed needlework that have been donated by
members of the church.  It's in a nice part of town, and the clothing is
suitable for people who live in the neighborhood.  Our Salvation Army, on the
other hand, is in a neighborhood frequented by the homeless and welfare
mothers, and stocks the cheap, easy-care polyester they want.  You probably
couldn't sell a dry-clean only YSL dress in there because it's not what the
people in that area want; they need basic clothing and cheap household items
to furnish the fleabag studio apartment that's their first step up off the
street.

I have also found that the "upscale charities" which have wealthy benefactors
(e.g., the disease foundations, battered women's shelter) have better quality
merchandise in their stores because that's what the rich ladies donate to
their favorite charity.  Let's face it, if you are president of the Symphony
League, you are not going to call the Salvation Army, you are going to sell
your Junque to benefit your own pet project.
