Would it be possible for one of the main developers to tag a copy of the main branch to something like xtla--stable--0.xx every now and again? Perhaps when no major changes have been made recently (if such a time exists :o)). That way the development branch would remain fully distributed but there'd still be an "authoritative" version for people creating packages, new users etc. I think deriving the version number from a particular repository might be necessary, as it's the only way to really nail down the state of the code at a particular time.
