Xtla and Xtla-el are the same thing. Just that Xtla started as a single lisp file which was xtla.el.
DVC is the successor of Xtla, managing several revision control systems as back-end. It doesn't really add anything for tla/baz users, but we (the developers) are interested in feedback anyway. If you also use bzr/hg/cogito then DVC is for you.
