another random buffer.

What does happen when you set dvc-tips-enabled to nil?

same bad behavior of splitting the new frame.

did you notice that I have tla-commit-done-hook set to '(dvc-kill-all-buffers)?

One explaination would be, that the tips buffer is shown after splitting 
windows.
Then the tips buffer is deleted by dvc-kill-all-buffers.

Could you provide the relevant part of the ouput of M-x view-lossage

I'd like to reproduce your problem on my system.
