This is a well-known problem. I have already investigated this upstream, because it seems that the "insensitive" color in this menu is hardcoded. Since there is currently no maintainer/developer working on xfdesktop, chances that this will get a fix soon are not extremely high.
So far it was impossible to find a workaround that only themes this specific menu and I am not willing to change the color of all menus because of a bug in xfdesktop.
