I'm not convinced that this is really a bug in xubuntu-default-settings, but
maybe something in Ubiquity has changed. I remember we had similar troubles in
previous cycles (the logic for setting the wallpaper had changed, iirc).
Maybe an ubiquity developer could give us some insight there?
