The initial report doesn't make it clear what the specific problem is, so I'm assuming it is CSS validation errors.
The W3C CSS Validator shows 5 errors, which all come from one file: https://assets.ubuntu.com/v1/vanilla-framework-version-1.8.0.min.css I verified (via archive.org) that the same file was referenced at the time of this bug's creation. That file is not specific to Xubuntu - it appears to be referenced by all pages of all releases of all flavors on cdimage.ubuntu.com.
