I installed an Xubuntu desktop (Dapper Beta) in a lab this week, and ran
into the adding printers problem. I installed gnome-cups-manager, but on
running it (from xfce) the cursor twirled endlessly with no progress.

I tried browsing to port 631, and while adding a printer there, it
prompted me for a username/password.

There is no root password on the system, and I used mine, as admin.

The printer was successfully added.

So perhaps that hole has been plugged ?

The transitionary nature of dapper at the moment might have contributed
to the non-functioning of gnome-cups-manager.
