Scite seems nice if one wants full GUI editor.  For a lightweight
programmable text editor I myself use Jed/Xjed. Jed starts faster and
uses less memory than Emacs, its programming language (Slang) is not Lisp
though.  Jed has syntax high-lighting at least for Python.  If it doesn't
have one for PHP, you can program your own or use the C highlighting.
