I guess that is because you only have limited rights. When Jim called for testers of Tribe 3, I already prepared the announcement page. But because that page was already created and you apparently did not have rights to access it, you could not create the same page. I have now deleted the one I created before and made yours available through xubuntu.org/news/tribe3 . I guess next time we'll just have to create the announcement at once ;-) Luckily, Drupal is smart enough to make sure the existing link to http://xubuntu.org/node/38 still points to the same article :D --
