There isn't one person really. All core-devs have the ability to modify not
only the packages in main but also the seeds (though they would just update
the xubuntu-desktop package in this case). However, it is enitrely possible
for anyone to get a package sponsored to main for them as well. This being
said, a core-dev would most likely check with Jani or less likely someone in
the xubuntu-team team before sponsoring your package.
