Not in Hardy, but it does depend on a whole bunch of gnome libs. Though
personally I would not support switching to epiphany even if it did not
(especially this close to a release). Firefox is a good "selling point"
to new users. Knowing  you won't need to learn a new app for every basic
task (web surfing in this case) makes switching to Linux less
frightening for many people.
