If I interpret the screenshot correctly, you would like the windows on inactive workspaces in the ws-switcher to have a different bg color than the panel? That seems to be a very particular thing, I'm not sure that I can theme that - at least I haven't found any theme that handles this differently. If you know one, feel free to point me there. I'll put this issue on the list, but I have to say it's really not top priority as there are more important things to fix (e.g. incomplete xfwm theme, Synaptic-searchbar theming) until the alpha2-upload deadline on the upcoming friday.
