Sorry, I didn't see an Xubuntu developper saw this.

The 2 behaviours can be justified (Not mounted when system boots - mounts
when used OR Automount when plugged) and Thunar can do both :

I really think "Automount when plugged" is the most convenient way and
like Cavsfan said it was like that before.
I can't test on a hard install but I just tested in a VM and it's still the
"right" behaviour "Automount when plugged".

So it seems that there is no problem after all. I just hope that will be
the same behaviour on a hard install.
