Ah, I don't have such Language Support under All Settings, no wonder I
was lost.

Where does it come from have I removed some packages by accident? How
can I have it back When I login from lightDM, I believe the default
session is Xfce-Ubuntu, BTW.

Try install (again) the package language-selector-gnome which will make the menu item show up and take a look at this page which hopefully, will also apply for xubutu.
