Mike, thank you for your assistance. Unfortunately I couldn't find any
way to change the xfce-keyboard-shortcuts.
I checked:
1. Settings -> Window Manager
2. Settings -> keyboard
Both have keyboard shortcuts but not for the virtual consoles.

for xfwm4 have changed from using KP_1 (KP_2, etc.) for workspace

After upgrading from xubuntu 15.10 to 16.4 I am now unable to
access any of the virtual consoles (tty1 to 6).
Now when I press trl-alt-F1 to F3 it just change my workspaces (I
have three).
Those keys combo do not appear in the Keyboard Application
Shortcuts, nor in the "Window Manager, Keyboard shortcuts".
As I have a nvidia card I removed the driver and reinstalled
nouveau. But that didn't resolved my issue.
Anyone that could assist here please.
