It's not very complicated at all, simply save the necessary commands in
a script. I've attached a ready-made file for you, simply save it to
your home directory and execute the following in a terminal:

chmod +x ~/.xsessionrc

Now log out and log in again, and you should be able to switch layouts
with left Alt and Shift as you wanted.

No idea, but you can still use the attached script. It should work
independently of desktop environments.
