I used the information on this page to setup my x11vnc server on my Xubuntu 18.04.1 desktop. I access from another Linux machine, but it should also allow you to access your Xubuntu desktop from Windows using whatever VNC viewer tool you have in Windows.

I just use mine internally at home so I don't have any SSL security setup.
