Have you checked the menu editor? Not sure what it will show but it's a
place to start. If you created another panel, you can put a Shutdown
button on it.

Recently my Shutdown button on the Log Out dialog (via the Whisper Menu)
stopped working. I open it up and press Shut Down and nothing happens.
If I type "shutdown -h now" in the terminal the computer shuts off normally.
I'm not sure what triggered this. I haven't been messing around with
system files or anything lately. Running 19.04.
Any ideas on how to solve or how to better assess the nature of the problem?
