according to
https://bugs.launchpad.net/ubuntu/+source/casper/+bug/1870018
and
https://bugs.launchpad.net/ubuntu/+source/casper/+bug/1875548
if one wants to skip iso image check one should pass the
fsck.mode=skip boot option.

this is not the case for xubuntu 20.04 (casper 1.445)

steps to reproduce
1) boot xubuntu 20.04 live cd
2) remove <quiet splash> boot options and add <fsck.mode=skip> option,
press Enter key
-> nothing happerns, image is still getting verified upon boot process

Is there a way to fix this in upcoming xubuntu release? (20.04.1 would be great)
